Deactivate a Hold/Release Reason

Deactivates a hold/release reason (sets isActive to false), removing it from the picklist in the Backoffice interface. Deactivated reasons remain in their original form on records where they were previously used. System reasons, including System Held and System Released, cannot be deleted.
